A police pursuit then followed, during which the car collided with two other cars, a van and a bus. He then fled on foot along Telok Blangah Hill.
An e-vaporiser was found in the car, and the related offence will be referred to the Health Sciences Authority, the police said, adding that investigations are ongoing.

A 48-year-old male motorist was conscious when taken to the Singapore General Hospital, the authorities said.
In a media reply, SBS Transit spokesperson Grace Wu said the bus, which had been plying the Service 131 route, was travelling straight on the extreme left lane of Henderson Road when it was rear-ended by a car.
Passengers onboard were transferred to another bus to continue their journey, she added.
